Director of Federal Policy and Government Affairs, BIOCOM
Laure oversees Biocom’s Washington DC office, which she opened in 2013 to advance the interests of Biocom members in our nation’s capital. She is responsible for managing and implementing Biocom’s federal policy agenda and proactively lobbying federal officials.
Laure has over ten years of experience in federal policy, including five years in the U.S. House of Representatives, overseeing healthcare policy. She holds a Bachelor of Arts in Political Science and a Master’s in Public Affairs and Political Communication from Sciences Po Bordeaux, France. She also graduated from the Institute on Business and Government Affairs at Georgetown University.
Director, State Government Affairs, Neurocrine
April Grant is the Director of State Government Affairs for San Diego based Neurocrine Biosciences. April has over 20 years of experience in government and government affairs work. She began her career on Capitol Hill in Washington, D.C. as a legislative staff person for United States House of Representative Nancy Johnson. April left D.C. to start the government affairs function at BIOCOM, a San Diego based association for the life sciences industry. In 2004, she began his career within the pharmaceutical industry. April has held positions at well respected biotech companies including Genentech, Allergan, Sunovion and Alkermes. April attributes her success to building strong legislative coalitions grounded in finding areas of alignment and trust. April lives in San Diego, CA with her husband Ryan, two children and two dogs. In her spare time, her family enjoys wake sports, tennis and spending time at their Big Bear home.
California State Assembly, 76th District
Tasha Boerner Horvath was elected to the California State Assembly in November 2018. She represents the 76th District, which encompasses Camp Pendleton, Oceanside, Vista, Carlsbad, and Encinitas. Tasha is part of the leadership team in the Assembly, serving as Assistant Majority Whip. She also sits on the following committees: Communications & Conveyance, Local Government, Aging & Long-Term Care, and Veterans Affairs. She also serves on the Joint Legislative Audit Committee helping ensure responsible and responsive governance throughout California.
Before serving in the State Assembly, Tasha served as a local City Councilmember, businesswoman, and former PTA leader. A third-generation North County resident, she served as a member of the city’s planning commission prior to her election to the Encinitas City Council.
Professionally, Tasha has worked for global Fortune 500 companies, non-profits, and higher-education institutions. In response to her daughter’s struggle with sensory processing disorder, Tasha started a business designing sensory-friendly clothing for little girls.
Tasha earned an M.A. in International Studies from Claremont Graduate University Institute of Politics and Policy. She received her B.A. in Political Science from the University of California, Berkeley. Tasha and her husband are the proud parents of two children.
